To outline why and how Ethiopia's 2005 penal code was reformed with respect to abortion
transpired. This study explores features of the political environment and structure
(the political opportunity structure) in Ethiopia between 1991 and 2005 that facilitated
or inhibited the rise of abortion law reform to the national political agenda, the
actors that were most influential, and the key political strategies employed by supporters
and opponents of reform.
